THE PUBLIC PROCUREMENT OVERSIGHT AUTHORITY {PPOA} DEPUTY DIRECTOR GENERAL JANE NJOROGE CENTRE ADDRESS A CONSULTATIVE MEETING WITH KISUMU COUNTY STAKEHOLDERS MEETING WHERE THE AUTHORITY SEEKS VIEWS ON THE PUBLIC ON PROCUREMENT AND DISPOSAL BILL 2014 WHICH SEEKS TO TRANSFORM PUBLIC PROCUREMENT ACROSS THE COUNTRY.
THE Public Procurement Oversight Authority (PPOA) is on a mission across the country to seek views of various Procurement Officers at the County Level on the proposed amendments to the Public Procurement and Disposal Act of 2005.
The PPOA Deputy Director General Jane Njoroge said the Authority is currently seeking views of the procurement officers at the County Governments level in regard to the Public Procurement and Disposal Amendment Bill 2014.
Njoroge added that, once the views are collected from the said officers and other stakeholders from the County level, they will be included in the proposed amendments which will be taken to Parliament for debate before it is passed and signed into law.
Speaking at Kisumu Hotel during a one day Kisumu County Stakeholder consultative forum on improvement of the Public Procurement and Disposal System in the Country, the PPOA Deputy Director General said once the bill will be passed in Parliament and signed into the law all the Procurement Officers across the Country will be required comply with its provisions.
Njoroge said the procurement Officers should adhere to the provisions of the current Public Procurement and Disposal Act of 2005 which is the Authority seeks to be amended so as to help transform further the issues of public procurement.
We are currently going throughout the Country to seek views of the procurement Officers and other major stakeholders on the proposed amendments to the Public Procurement and Disposal Act of 2005 after which is a bill known as Procurement and Disposal amendment bill of 2014 so as to help in transforming the Public procurement issues across the Country, she said.
The Deputy Director General at the same time urged Public Procurement Officers not to allow politicians to interfere with the procurement processes as this may make the process not to be free, fair and transparent.
She said the procurement officers should strictly follow the law on public procurement, adding that in case of an officer contravenes the law, he will be held responsible for not following the law.
She further urged the officers to have right specifications during the procurement plans and ensure that what is supplied after successful procurement process must be of good quality.
She observed that many tendering process are failing because of lack of proper specifications of what is required during the procurement process.
