County Governments have this afternoon urged to jointly prepare operational plans in close consultation with the Kenya Forest Service, the transition authority and other key stakeholders for the purpose of creating synergies as well as improving working relations
Speaking in Kisumu during the Regional Consultative Workshop on the preparation of transition implementation plan at the Kisumu Hotel, the Kenya Forest Service Director Mr. Emilio Mugo said that each county has the obligation to develop a county specific transition implementation plan to ensure the smooth transfer of forestry functions.
According to Mugo, the implementation of the devolved forestry function requires that both the National and County government work closely together in order to realize attainment of the 10% forest cover as stipulated in the constitution of Kenya, vision 2030 and other development blueprints.
The County Government has the duty of implementing specific National Government Policies on Natural Resources and Environmental Conservation, Mugo added.
Mugo further noted that the national government is also is also obligated to conduct capacity building and technical assistance for the county governments in order to create requisite capacity for the implementation of the constitutional obligations.
