Kisumu County Assembly speaker Ann Atieno Adul has finally been impeached. Kisumu MCAs impeached the Speaker over listed gross misconduct.
39 Kisumu MCAs voted to have her impeached, while only three of the MCAs voted to keep her in the job while 6 others abstained from voting.
The assembly convened last evening after the Kisumu MCAs managed to get the mace from the police station last week where Adul had deposited it for what she called safe custody.
West Nyakach ward representative James Omollo moved a motion to impeach the speaker. As this was happening the speaker moved to court and obtained court orders stopping them from discussing that matter in the assembly.
The speaker arrived at the assembly to serve the sitting members with the court order only to find her-self locked out of the assembly proceedings, the speaker entered in her car and speedily drove outside the assembly premises where the proceedings were going on.
In her absence temporary speaker Samuel Ombogo read the notice of the motion to the members who debated and passed a resolution to impeach the speaker.
Ombogo later offered a chance to the speaker to come before the full house committee to defend herself against the accusation but failed to show up.
The members then decided to vote and after the vote, the temporary speaker declared the seat vacant and ordered the office of the clerk to advertise the position.
However, Seme East ward representative Aggrey Ogosi one of the Kisumu MCAs who abstained from voting after failing to turn up termed the impeachment illegal.
Ogosi said the speaker last week adjourned the assembly indefinitely and had not reconvened
He announced that the speaker had obtained a court order blocking her impeachment.
However in the house sitting Nerea Okombo, Manyatta B ward representative came clear and said the election of the speaker was the most regrettable mistake they ever done in the county leadership.
The election of Kisumu speaker Anne Adul was the biggest mistake I have ever done in my life, for the harmony, peace and effective services, Adul must go, for dignity of this house, Adul must go said Nereah Okombo.
This happened a week after Kisumu County Assembly adjourned indefinitely as speaker takes mace to Police Station which culminated from a serious disagreement following some Kisumu MCAs moving to bring in a motion to dissolve the County Assembly Public Service Board.
