Kisumu County residents will have to participate in a compulsory monthly street clean up exercise if Kisumu County Solid Waste Management Bill becomes a law.
The Bill who is undergoing its third reading in the County Assembly stipulates that a monthly clean up exercise be carried out in the County on the first Saturday and Sunday of every month between 10.00 am and 12.00.
The Bill further says that all business, cultural, social and religious institutions shall participate in the exercise within the stipulated hours.
A section of the Bill also says that the County government shall keep registers of all residents who have taken part in each exercise and persons who fail to take part in the exercise shall be liable to a fine not less than Ksh. 5,000 or a term of imprisonment not exceeding six months.
The Bill who was sponsored by the Chairman of Environment Committee Maurice Ondiek also states that the county shall undertake cleaning services of the general housing estates of the county where there are communal sanitary inconveniences.
The Bill further states that the county shall provide dustbins in the county estates to the satisfaction of the authorized officer of the county to facilitate this cleaning exercise.
The monthly clean up exercise, is the brain child of Kisumu County Governor, Jack Ranguma launched in 2013 but its implementation has not been all inclusive.
If done well then the health hazard areas that the county residents have been experiencing will be a thing of the past.
