MCAs censure officers in Migori County who circulated illegal and unauthenticated document causing havoc in the County.
The document purported to be of the Migori County Assembly’s bank statement from Kenya Commercial Bank (KCB) caused turmoil as the public was informed that Migori county Assembly Speaker Gordon Ogolla, Assembly clerk Patrick Wakine and two accountants embezzled the funds worth KShs. 12.5 million during recess.
Tabling the notice of motion, South Sakwa Ward Representative Hon. Jared Osawa moved the motion seeking to censure the officers.
Osawa said the customer’s confidentially was infringed by some few individuals to cause malice and discomfort to speaker and his team adding that proper procedure was never followed.
He questioned the confidentiality of the bank and the said statement insisting that its motive was to negatively paint the assembly leadership.
The County Ward Legislature Hon. Osawo revealed that officers concerned were already suspended calling upon assembly committee of privilege to sermon the remaining officers and to be charged.
At the same time, Isebania Ward Representative who is also the assembly minority leader Hon. Charles Nyangi tabled a notice of motion to impeach the County Executive Committee Member for Finance Tom Kasera.
Kasera is alleged to have sought for the bank statement from KCB and circulated to a section of ward representatives to taint the speaker’s image.
Migori County Assembly speaker Hon. Gordon Ogolla accused KCB for releasing county assembly bank statement to unauthorized people who are not signatories to the account.
Hon. Ogolla said that the released assembly financial statement to the MCAs was intended to cause turmoil in the assembly.
He said the bank breached the client-bank confidentiality by releasing the statement that has sparked conflict between the MCAs and the Speaker.
Hon. Ogolla said that the County Executive Committee Member in charge of Finance, Mr. Tom Kasera conspired with some individuals from the bank to release the bank statement to unauthorized individuals with ill motives.
Addressing press on Saturday, KCB Migori Branch Manager Mrs. Hyline Oyier denied the claims saying that the speaker had not submitted his claims in writing so that they could not investigate the issue.
Mrs. Oyier promised to contact an officer in Kisumu head offices to travel to Migori to deliver official statement on the same this week.
