REVEALED, WHY KISUMU MCAS PLANNED TRIP TO NAIROBI

Kisumu News has just learnt that the trip to Nairobi by the Kisumu MCAs and the executive was more than what was in the circular sent for the invitation.

Sources close to the executive who sought anonymity said that the circulars did not enclose all that was to be discussed in the meeting, on top of it was to find a formula on how to impeach the speaker who was just reinstated in her duty by court and also to impeach some errand Executive Members who are perceived not to be working.

This trip was planned so that the MCAs can get a humble time to plan on how to impeach the speaker, after the executive have left the Kisumu MCAs behind.

But the circular which was distributed only had one agenda which was to find a working formula between the Executive Members and Kisumu MCAs, something that he said was not the case to be in planned trip to Nairobi.

The meeting was scheduled for three days while the supplementary budget making was meant for a day to be discussed what make him left with so many questions.

But the minority leaders in the County Assembly says, the issue he is aware of is budget making which was scheduled to be discussed in Nairobi.

He further said that he did not agree with the push to pass the supplementary budget since it’s the same one which was rejected by the assembly members late last year when it was brought in the house for debating.

This budget was brought to us and we rejected it so I just wonder what’s new in it that we hadn’t rejected, said Hon. Edwin Anayo Milimani Ward Representative.

He said the main reason they rejected the budget which was presented before then in the house had a lot to do with recurrent expenditure than the development of the county.

The budget was rejected because it contained recurrent expenditure than what is required by the law that a third of the budget should go to developmental issues, that’s why we had to reject it, said the legislature.

But these allegations were quick to be disputed by the Manyatta B Ward Representative Hon. Nereah Okombo who said that this meeting was purely meant for bonding and iron some other issues that make working relations difficult amongst them.

We were purely going to bond with Chief Officers in the government to understand where some of the huddles were coming from, since we have had a lot of procurement problems that we as the county law makers we don’t know where to point our fingers, said Nereah.

The Justice and Legal Affairs Committee Chair in the County Assembly also said that the budget issues were discussed and she was the one who led the debate to reject the supplementary budget.
