A move by Siaya County Executive to seek amendment to the County Assembly Services Board Bill 2014 that had been passed by the assembly had previously was halted due to delay in submission to the Assembly house for debate.
The Assembly speaker George Okode made a ruling to adopt the Bill into law despite Governor Rasanga’s memorandum to have the County Assembly Services Board Bill amended.
The County Speaker stated that the assembly had submitted the County Assembly Services Bill 2014 alongside three other bills for the governor to ascent to them and if there was any proposed amendment on any of the Bills, the executive ought to have returned it to the speaker within 14 days.
He clarified that it has taken months since the assembly passed the four bills on 14th September 2014 only for the Governor to return the said County Assembly Services Board Bill with a memorandum of amendment on 12th February which he said was too late for any consideration.
In the memorandum Governor Rasanga returned the County Assembly Service Bill 2014 citing that he was unable to ascent to the it as passed by the assembly and therefore refer it for consideration pursuit to the requirement of section 24(2) and (3) of the County Government Act 2012.
The Governor also wanted the bill that establishes the County Assembly fund be bestowed under the executive arm of the County Government and not the County Assembly as it had earlier been passed.
Okode said that that the assembly will continue to adhere to time lines in execution of its functions and warned the County executive arm that the Assembly will not condone any delays.
He added that whoever is baffled with the adoption of the County Assembly Service Bill 2014 can challenge it by following the due processes that are available within the law.
